The Interaction of Political and Economic Systems in Modern Russia

Статья посвящена анализу особенностей взаимодействия экономической и политической систем в современной России. Автор статьи выдвигает концепцию единства политики и экономики, политической и экономической сфер жизни общества. Рассматриваются основные направления и принципы их взаимосвязи; факторы, обеспечивающие их гармоничное и оптимальное взаимодействие. Особое внимание уделено вопросу эффективности функционирования политической системы общества как решающего условия повышения стабильности экономики. В статье отмечается, что использование социально-политических ресурсов в процессе управления обществом связано с принципами реализации политической власти. Анализируется системный метод, позволяющий глубже познать внутренние и внешние вызовы и риски при разработке экономической стратегии развития общества; комплексный подход в проведении социально- экономических реформ. Выделяется доминирующая роль политической системы в распределении ресурсов общества в интересах всего народа. Анализируется роль государственно-политических структур в развитии экономической системы, стимулировании процессов создания новых отраслей экономики, достижении динамической стабильности и модернизации промышленного производства. Автором обосновывается мысль, что, учитывая неразрывную взаимосвязь политики и экономики, их взаимообусловленность и взаимозависимость в едином и целостном процессе функционирования общества, именно с позиций системного и комплексного подхода должны рассматриваться вопросы гармоничного развития политической, экономической и социальной сфер общественной жизни. Автор статьи обращает внимание на проблему поиска критериев при оценке результативности процесса взаимодействия политики и экономики. Анализируются пути и средства повышения легитимности власти. В статье представлены ресурсы политической власти в качестве системы экономических, финансовых, силовых, правовых, информационных, идеологических, культурных, духовных, нравственных средств воздействия на общество. Авторский подход предполагает, что создание эффективно функционирующей политической системы — сложный, многоплановый и длительный процесс. Обосновывается тезис о том, что успех зависит от уровня результативности каждого звена и каждой подсистемы в структуре организации политической власти, а также от оптимального взаимодействия законодательной, исполнительной и судебной ветвей власти на федеральном уровне и в регионах

The article is devoted to the analysis of interaction between economic and political systems in modern Russia. The author of the article puts forward the concept of the unity of Politics and Economics, political and economic spheres of society. The author considers the main directions and principles of their relationship; factors that ensure their harmonious and optimal interaction. Special attention is paid to the question of efficiency of functioning of the political system of society as a critical condition that could increase the stability of the economy. The article notes that the use of socio-political resources in the process of governing society is associated with the implementation of principles of political power. The article analyzes a system method, allowing for a deeper understanding of internal and external challenges and risks when working out the economic development strategy of society; a comprehensive approach to socio-economic reforms. The dominant role of the political system in the distribution of society’s resources in the interests of all people is highlighted. The role of the state and political structures in the development of the economic system is examined. The article also examines the stimulation of the creation of new industries, achieving dynamic stability and modernization of industrial production. The author substantiates the idea that, given the intrinsic link between Politics and Economics, their interdependence and interrelation in a unified and holistic process of the functioning of society, it is from the positions of a systematic and comprehensive approach that a harmonious development of political, economic and social spheres of public life should be considered. The author draws attention to the problem of criteria search in the performance evaluation process of interaction between Politics and Economics. The article examines ways and means of increasing the legitimacy of power. The article presents the resources of political power as a system of economic, financial, military, legal, informational, ideological, cultural, spiritual, moral means of influence on society. The author’s approach suggests that the creation of a wellfunctioning political system is a complex, comprehensive and lengthy process. The author argues that the success depends on the level of achievement of each link and each subsystem in the structure of the organization of political power, as well as on the optimum interaction between the legislative, executive and judicial branches at the Federal level and in the regions.
