В статье речь идет о контекстах и глобальном содержании актуальных академических и политических дискуссий о столицах, их статусе в современном мире, особенностях функционирования и перспективах развития. Автор очерчивает контуры этой глобальной темы, намечает основные мотивы и проблемные точки текущих дискуссий в различных странах и объясняет замысел этого номера. Он также обсуждает те регионы мира, где наиболее остро стоят проблемы национального строи тельства, и описывает уроки переносов столиц и дискуссий по этому поводу в различных странах. В статье подчеркивается важность различных методологических подходов к исследованию столиц и отмечается, что мировой опыт может быть чрезвычайно полезным для сегодняшних дебатов о переносе столицы в России.

 

CAPITAL CITY RELOCATION ON THE AGENDA OF MODERN STATES

The article discusses the contexts and global issues involved in capital city relocation debates in diff erent countries, the various concepts of a capital city and the peculiar patterns of these debates. The article also discusses the stakes and points of contention in these debates, their motives and hidden agendas and introduces the plan of the current issue of Logos. Capital cities’ relocations are viewed not as singular and unique experiments in urban planning and development but as social and political strategies evolving in more or less universal fashion and governed by certain laws. The author highlights the importance of capital cities as catalysts and instruments of nation-building. Th e article mentions diff erent methodologies currently employed by academics and politicians proposing specific locations for new capital cities and looks at the criteria of capital cities’ efficiency.
