Показан волнообразный подход к реформам одного из главных органов ООН — ее Совета Безопасности. Дана реалистичная оценка ошибок и перспектив подходов с 1993 г. Основа реформы — согласие постоянных членов, чьи интересы в этом вопросе расходятся. Проведен политологический анализ инициативы 2017 г. на Генеральной Ассамблее. Обоснованы важные для России внешнеполитические задачи в контексте поэтапного согласованного подхода к реформе ООН.

The article shows an undulating approach to reform for one of the main organs of the United Nations — its Security Council. Given the real analysis of errors and prospects of the approaches, taken since 1993. The basis for reform is the agreement of the permanent members, whose interests and benefits are far apart. Policy analysis project of the UN General Assembly 2017 based on estimates of the leading Russian scientists. We are basing myself on the important foreign policy challenges for Russia in the issue of UN reform in the context of a phased, coordinated approach to its solution.
