Проведено сравнение новых и старых документов, посвященных инициативе «Один пояс, один путь». Исследованы причины заинтересованности Китая и России в сотрудничестве по Северному морскому пути. Показано, что его включение в проект «Морской Шелковый путь XXI века» связано не только с его значением, но и с изменением отношения России к сотрудничеству с Китаем, достижениями России в развитии Северного морского пути и растущим экономическим присутствием Китая в Арктике.

 

Chinese new concept and Sino-Russian cooperation on NSR

In this article, a comparison is made between the new and old documents devoted to the “One Belt and One Road”, entitled “Concept” and “Perspectives and Actions”, respectively. The reasons for 3 questions on Russian- Chinese cooperation on the NSR have been researched: 1) Why China and Russia need cooperation on NSR? 2) Why China did not mention the NSR in the “Perspectives and Actions”? 3) What factors contributed to the inclusion of the NSR in the “Concept”? Based on the development of the above issues, it can be seen that the value of the NSR for China can not determine its place in the OBOR, its inclusion in the 21st Maritime Century Silk Road is not only related to its significance, but also to Russia’s positive attitude towards cooperation with China, Russia’s achievements in the development of the NSR, and the growing economic presence of China in the Arctic.
