The topic of the issue: ‘Is bureaucracy strong?’
It is important to discuss the degree to which a bureaucracy is efficient within the overall efficiency of the state. What is bureaucracy as an institution today? How much do the phenomena of Russian, Western, and Asian bureaucracies differ? The following experts took part in the discussion: Richard Pipes, a well-known American historian and political scientist; Simon Kordonsky, an author of the concept ‘Russia as a resource state’; Theodore Lowy, Professor of the Cornell University; Vitaly Tretiakov, Dean of the Television Departmentat of the Moscow State University, Konstantin Krylov, President of the Russian Social Movement (ROD); Patrick Dunleavy, Professor of the London School of Economics.
