REPORTS ARE A DESPERATE MEASURE
There are two reasons for the recent appearance of so many reports, analytic notes, and manifests on the fate of Russia. The first one is the ambiguity of any candidate or candidates for the Presidential office. Moreover, there is a fundamental unclarity here, not just regarding Putin or Medvedev, but, conditionally speaking, with regards to anyone. The intrigue remains.

THE STYLE OF THE EPOCH OUGHT TO BE JUNKED
The reports, poured as a stream by the Russian expert community onto Russian society, have one obvious thing in common – they do not have an addressee. The reports address some abstract power that has long since been abstract, as evidenced by the last three years of democratic growth and the rise of several mutually balanced centers of force. This means that one can no longer write to some vague impersonal force.

THE DECLINE OF THE THINK TANK’S ERA
In most western countries, the era of the think tank started in the early seventies and ended in the nineties. Though mainstream parties continue to use them, think tanks are definitely not as influential as they have been in the past. Governments have created their own internal think tanks (such as Lord Rothschild’s Central Policy Review staff from 1971-74, and the various think tanks that were created within Blair’s administrations).
