The February attack on the American Embassy in Ankara warns that diplomats are not always safe even in friendly capitals. Diplomacy is one of man's great hopes for peaceful conflict resolution, and its compromise is generally universally condemned. Nevertheless, diplomats face the challenge of venturing into ethical, cultural, and political crosscurrents where the dangers cannot always be foreseen. Yet they are fortified by a proud tradition, professionalism, international law, bilateral arrangements, and their own best instincts along with broad-based public appreciation.

The announced U.S. intention of establishing long-range radar in Japan and the Philippines means a new generation of deterrent capabilities may be coming based on a regional information, surveillance, and reconnaissance (ISR) system providing ongoing situational awareness of Chinese military activities and arming U.S. and allied forces with a new class of missiles that can either deter Chinese adventures or give a more rapid and measured nonnuclear response if they occur. The threat of a proportional response along with defining the parameters of acceptable behavior could help counter China's emerging ISR/strike network. There are hopeful signs that through such means, Beijing may be persuaded to take a responsible stance in the global order. Should it not, Washington will be more militarily prepared

Despite progress, the military contributions and careers of women continue to be challenged. Canada, Norway, and Sweden have long experience and report that full integration took a decade. The United States has substantial experience of its own, and accounts of success are plentiful along with statements that mixing the genders in combat-risky circumstances has not compromised missions or lowered morale. Successfully integrated units have leadership that maintains the same expectations and ensures fair treatment of their people regardless of gender. Servicemembers emulate behavior they see higher up, and that coupled with a variety of other steps will help the Services move forward with full integration
