Considerable writings and testimony have been produced by the U.S. Government, nongovernmental organizations, think tanks, and academia on Iraq and Afghanistan Provincial Reconstruction Teams (PRTs) since their inception. A review of the literature beginning in 2004 through mid-2009 reveals certain trends and broad consensus on a number of issues.
