Nazi Germany’s military mission to Romania in 1940–41 left lessons learned that are applicable to today’s efforts to provide security assistance and training to foreign troops including: the small size and inadequate composition of liaison staffs, which drew the same complaints as Mobile Training Teams have in Afghanistan and Iraq; more officers, as opposed to NCOs, were needed, especially for dealing with foreign partners; rank is an issue in in dealing with militaries that lack the American admiration for its NCOs and junior-level officers; language capabilities have to match not only enemies but allies, even though providing comprehensive language interpretation at the levels needed in liaison staffs and Mobile Training Teams will remain expensive and challenging. |
