In the current issue of this Newsletter two themes are presented: the experience of human rights protection and the problem of deterrence without nuclear weapons. Also in the issue: extracts from the speech of the First Deputy Chief of Staff of the President of the Russian Federation, Vladislav Surkov, which was delivered on April 9, 2010 in Moscow. This talk was given at the first meeting of Futurussia (the Association of Young Scientists and Engineers) devoted to the development of projects and the creation of an innovative city in Skolkovo.
