Обратимся к данным официальной статистики, позволяющим оценить, достигла ли в 2016 году российская экономика «дна кризиса», и если достигла, то имеет ли место заметный плюс в объемах и стоимости производства, в каких отраслях это проявляется. Мы используем в данном случае наиболее свежие на момент подготовки работы данные публикации Роскомстата «Информация о социально-экономическом положении России. Январь-декабрь 2016 года». ВВП за январь-сентябрь 2016 года был на 0,7 % меньше, чем в январе-сентябре 2015 года1), а индекс промышленного производства составил в 2016 году 101,1 % к уровню 2015 года.

From the Policy of Drop to the Growth Strategy

The article analyzes the results of economic development of Russia for 2014-2016, it is shown that the fall in GDP and production, although slowed, but still continues. Falling investment and decreasing retail trade turnover contribute to the continuation of the crisis. The decline in economic growth rates is observed since 2010. It is proved that the reasons for the negative development in the economic are not in the sanctions of the US and EU and not in the oil prices reducing, but in the wrong economic strategy. Incorrect are insufficient investments in the infrastructure of the state in promising industries and restructuring the economy, in education and science, the monetary policy of the Central Bank which does not provide the necessary inflow of funds into the economy. The author connects the causes of erroneous economic strategy with the interests and lobbying of the resources exporting industries. For overcoming the negative development it is necessary to reform economic policies in accordance with the proposed recommendations.
