U.S. plans to modernize long-range conventional strike have undergone significant changes over the last decade. In 2001, the U.S. Air Force elected to cap the B–2 fleet at the 21 already in service, based on the belief that the stealth bomber did not offer the advanced technologies needed to penetrate the integrated air defenses expected to be fielded by future adversaries.
