The announced U.S. intention of establishing long-range radar in Japan and the Philippines means a new generation of deterrent capabilities may be coming based on a regional information, surveillance, and reconnaissance (ISR) system providing ongoing situational awareness of Chinese military activities and arming U.S. and allied forces with a new class of missiles that can either deter Chinese adventures or give a more rapid and measured nonnuclear response if they occur. The threat of a proportional response along with defining the parameters of acceptable behavior could help counter China's emerging ISR/strike network. There are hopeful signs that through such means, Beijing may be persuaded to take a responsible stance in the global order. Should it not, Washington will be more militarily prepared |
