Given an indefinite future of failed and failing states providing safe haven for insurgents, the United States should take measures to prevent insurgencies through enhanced security cooperation (SC). Key to the effort would be formation of a functional combatant command responsible for integrated SC, specifically regarding joint doctrine, training, interagency coordination, and worldwide force employment. Recent operations show the importance of SC and operations that fully integrate military and civilian capabilities. Provincial Reconstruction Teams have demonstrated the value of SC in the counterinsurgency setting, and, along with a variety of low-cost options, their success suggests the value added of the proposed new command. Recommendations and lessons learned are offered that are essentially found in phase zero. |
