Отдел международных связей мусульманских организаций СССР в структуре Совета по делам религиозных культов: опыт создания и нормативные основы деятельности

В статье анализируется деятельность Совета по делам религиозных культов при Совете Министров СССР (СДРК) по созданию Отдела международных связей мусульманских организаций СССР. По мнению автора, усиление внешнеполитической активности СССР заставило СДРК искать новые каналы влияния Советского Союза на лидеров государств исламского Востока и их народы. Важным звеном такого влияния стали духовные управления советских мусульман, особенно Духовное управление мусульман Средней Азии и Казахстана. Именно на его базе был создан Отдел международных связей. Опыт его работы подтолкнул к созданию Отдела международных связей мусульманских организаций СССР в штате СДРК. В статье представлены авторский подход к датировке создания этого Отдела, оценка его деятельности и выводы для национальной безопасности Российской Федерации.

 

The article analyzes the activities of the Council for Religious Cults Affairs (CRCA) at the Council of Ministers of the USSR on the establishment of International Relations Department of Muslim organizations of the USSR. Based on archival documents, it shows that the growth of international activities of the USSR after the Great Patriotic war had its effects on the Council for Religious Cults Affairs and subordinate religious boards of Muslims. The author presents his own approach as to the date of the Department establishment. In the 1950s, a considerable increase in the number of international contacts forced the Council to repeatedly debate the issue of creating a department whose only function would be to promote international links. However, those initiatives were not supported by the Soviet government. It was in 1961, when the International Relations Department was established within the Religious Board of Muslims of Central Asia and Kazakhstan. In 1962, the Soviet state decided to create the International Relations Department of Muslim organizations of the USSR on the basis of the CRCA. This decision was implemented in 1962–1963. Soviet officials tried to maximally conceal their participation in the establishment of this Department and presented it as an initiative of religious boards of Muslims. Since then the Department has fulfilled many tasks, including helping the Soviet state to keep global peace and form a positive image of the USSR. The author concluds, that notwithstanding a lot of shortcomings in its performance, the Department’s experience is relevant for the national security of the Russian Federation and preserving peace in the world.
