Проанализирован проект Закона о науке, научно-технической и инновационной деятельности Министерства образования и науки. Показано, что он не способствует решению основных проблем науки и направлен на сокращение финансирования научных организаций, не занятых систематически прикладным применением знаний. Он будет ухудшать положение научных организаций усилением бюрократического давления на них. Перед Российской Академией Наук (РАН) проект Закона ставит задачи, для выполнения которых у нее нет ни человеческих, ни финансовых ресурсов. Проект закона сохраняет лишение РАН возможностей реального руководства научной деятельностью учреждений, ранее подчиненных ей.

Annotation. The draft Law on Science, Scientific, Technical and Innovation Activities of the Ministry of Education and Science is analyzed. It is shown that the proposed project does not contribute to the solution of the main problems of science, scientific and technical and innovative activities, and is aimed at reducing the funding of scientific organizations that are not systematically applying received knowledge. It will worsen the position of scientific organizations, as it strengthens bureaucratic pressure on them. The draft law poses a tasks for the Russian Academy of Sciences (RAS), for which it does not have either human or financial resources. The draft law keeps the RAS from depriving the real leadership of the scientific activities of state scientific institutions previously subordinated to it.
